THIS IS A PROMOTIONAL RECRUITMENT OPEN ONLY TO TULARE COUNTY EMPLOYEES IN REGULAR OR PROBATIONARY STATUS.
One current vacancy with the Tulare County Health and Human Services Agency in Dinuba. This recruitment will establish an employment list to fill current and future vacancies that may occur in Porterville, Lindsay, Dinuba, Tulare and Visalia. The anticipated life of the list is six months.
Typical Duties
Plan, assign and supervise the work of staff engaged in determining initial and continuing eligibility for public assistance programs and providing employment and training opportunities to clients; conduct conferences with staff to provide direction and interpret and explain rules, regulations, and policies; confer with and assist staff on more difficult problems; review the quality and quantity of work performed by unit workers and develop, implement, and monitor plans to maintain and improve unit performance; collaborate with other supervisors and managers in coordinating the activities of staff; participate in studies and research projects; interview complainants and identify solutions; train and instruct staff on policies, procedures, and techniques; assist in the development and implementation of policies and procedures; prepare memos, reports and correspondence; interview applicants for hiring; prepare employee performance evaluations, counsel employees, provide support and assist in correcting substandard performance; provide assistance with budgets, grants, and contract procurement processes.this
Minimum Qualifications
Education/Experience - Any combination of education and experience that would likely provide the necessary knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be one year of experience as a Self Sufficiency Supervisor I or Self Sufficiency Resource Specialist OR two years experience as a Self Sufficiency Counselor II or Eligibility Specialist.
Knowledge of - Federal, State, and local rules, regulations, and policies governing eligibility for public assistance and employment and training programs; automated data systems used by the Agency; client appeal process in public assistance programs; vocational planning and career guidance principles and techniques; dynamics of family relationships; dynamics of child care, abuse and neglect; labor market and employment resources; principles and practices of supervision, evaluation, and training; interviewing techniques; caseload management practices; categories of public assistance, community resources, and social services available to clients; case file documentation requirements; public funding and budget monitoring.
Skill/Ability to - Communicate clearly to explain technical information to persons of various social, cultural, and economic backgrounds; read, interpret and explain rules, regulations, policies, and procedures about public assistance and employment programs; represent the Agency and testify at hearings; apply adult and child abuse and neglect dynamics to case situations; operate a personal computer including use of keyboard and mouse, basic internet navigation, Windows functions, and data entry; use automated systems to track information, develop and monitor data and reports; supervise, train and evaluate staff; develop, implement and interpret policies and procedures; collect and evaluate information, draw valid conclusions, and make appropriate recommendations; write clear, concise, and grammatically correct case narratives, reports, policies, and correspondence; organize work effectively; maintain productivity with changing workloads and interruptions; establish rapport and maintain effective working relationships; keep systematic and accurate records; maintain confidentiality of information; prepare, organize, and make oral presentations to groups and staff; follow verbal and written instructions; retain and recall information.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).
Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday.
Vacation Accrual
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave. Sick leave buy back program after 3 years of service.
Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.
Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation: A voluntary deferred compensation plan is available.
